<p> India has planned to introduce one more signature<a href="http://fachcha.com/tag/ugc" target="_blank"> university </a>to promote innovative technological talents among the Indian students. Union Minister for Human Resource Development Kapil Sibal has today said that government has planned to establish 14 Innovation Universities.<span id="more-5515"></span> The announcement has been made during his inaugural speech at<a href="http://fachcha.com/tag/international" target="_blank"> India-UK</a> Round Table Conference  on Innovation and Skill Development in <a href="http://fachcha.com/tag/delhi" target="_blank">New Delhi</a>. </p>
<p>	“We aim at nurturing innovation in the educational system through actions in schools and colleges by talent spotting of innovations, and award of Innovation Fellowships”, the <a href="http://fachcha.com/tag/hrd" target="_blank">HRD </a>Minister said. The conference was attended by the vice-chancellors of various universities, officials and educationists of UK and India. </p>
<p>“Each of the Innovation University shall consistently aspire for attainment of pinnacle of knowledge and will provide the knowledge manpower of the country in training professionals, specialists, scientists and researchers needed by the supporting national innovation system.  Government has already framed a legislation for Universities of Research and Innovation which will provide a facilitating framework for creation of these institutions. These universities would be embedded in ecosystems developed for promoting synergies among education, research and incubation centres or industry.”</p>
<p> 	According to him these Innovation Universities will not be clones of each other, but will focus on one deep theme of innovation and will focus on one area or problem of global significance in general and India in particular such as urbanization, public health, water security, environmental sustainability, digital literacy etc. </p>
<p>The university will enjoy autonomy in designing their disciplines, admission criteria, academic programmes, credit systems.</p>

Despite all tall claims the <a href="http://fachcha.com/tag/ignou" target="_blank">Indira Gandhi National Open University</a> (IGNOU) could not declare complete results of December 2011 Term End Examination (TEE). Results of only 90% students could be declared despite all the efforts. <span id="more-5316"></span>According to <a href="http://fachcha.com/tag/du" target="_blank">IGNOU </a>a record 4,17,047 students were appeared for 2045 courses at 803 examination centres including 40 international.<br />
As per the ordinance, the exam results are meant to be declared within the stipulated time period of 45 days. Decentralized the evaluation work to seven evaluation centres were taken place in different parts of the country.<br />
The evaluation centres, under their supervision, tied-up with the local reputed educational institutions/ universities, if available, for evaluation of the answer scripts in their premises under the supervision of the evaluation centre, IGNOU says in a release. This type of arrangement was done where there were a large number of answer-scripts to be handled, it added. </p>

IGNOU today celebrated World Hindi Day. Various programmes and competitions were organized on the occasion.  <span id="more-5207"></span><br />
Prof. M.Aslam, Vice Chancellor IGNOU said that Hindi is a link language for entire country. He also encouraged staffs and students of the students to use Hindi by saying that foreigners come here to learn Hindi but we are hesitant in using it into official work.<br />
World Hindi Day is celebrated on 10th January as the first Hindi conference was organized at Nagpur on 10th January, 1975.</p>

Singh  and its members Dr. Shabnam Abha and Bishundeo Sah unanimously slapped Rs. Four lakhs on the <a href="http://fachcha.com/du">university</a><span id="more-5175"></span> besides Rs. Fifty Thousand for mental agony for ruining the educational career of the complainant. The Forum also ordered to pay Rs. Ten thousand to the complainant towards legal and other expenses .<br />
The judgment was delivered by the Forum this evening. And it was ordered that if the amount slapped on the university was not paid to the complainant within two months, 12% interest per annum will be added on the amount to be paid to the complainant.<br />
Ajay Kumar, an educated unemployed youth had sought his admission in<a href="http://fachcha.com/du"> M.B.A</a>. course following advertisements in newspapers that the university has started distant education courses in atleast 12 subjects. Several hundred  students including Ajay Kumar got themselves admitted in courses of studies as per own choice in 1998, but the university neither provided reading materials to the students nor arranged for their teaching till about 9 years from the date of admission.<br />
The complainant Ajay Kumar whenever contacted the <a href="http://fachcha.com/hrd">university</a> on this matter, no satisfactory response was made from the other side and being harassed and mentally agonised, requested the university to return his fees and other charges realised by the university from him in 1998.<br />
The university did not respond at all. The complainant approached the governor &#8211; cum- chancellor of the universities of the state who ordered the V.C. L.N.M. University to return back the money to the complainant, but even then the university failed to return back the money to the complainant.<br />
At last, after a lapse of 9 years being disappointed, the complainant filed a complained case in the District Consumers Redressal Forum in 2007 bearing case no. 01/07.<br />
Pleading  the case of the  complainant counsels of Ajay Kumar said that the university played a fraudlent game by collecting more than one crore from several hundred students in the name of imparting teachiing through correspondece course without getting permission from the proper authority, i.e., the Distant Education Council, New Delhi functioning under the IGNOU under the Central Government.<br />
Though counsel of the university pleaded that permission was not granted to the university that time.(EOM)</p>

IGNOU in collaboration with HRD, Department of IT and DOEACC under the Ministry of Communication and Information Technology (MCIT), organised a workshop on IT Mass Literacy programme to create awareness about IT and its applications.<span id="more-5066"></span></p>
<p>The main objective the programme was to enhance the use of IT in areas of a citizen’s interest by adopting simple and commonly used IT practices and methods for day to day activities. N. Ravi Shanker, Additional Secretary, Department of IT, Government of India, said that ICT played a crucial role in skill formation and empowering people. It was because of the reason DOEACC’s Certificate Course in Computer Concepts (CCC) is available in Hindi, Tamil, Urdu, Punjabi, Marathi, Bengali, Assamese, Manipuri, Malayalam and English, he said. </p>
<p>V.N. Rajasekharan Pillai, VC, IGNOU said that IGNOU has chalked out a plan for IT literacy.  He also informed about various programmes about IT literacy and other programmes run by the university. </p>
<p>C. Muralikrishna Kumar, Senior Adviser (C&amp; IT), Planning Commission said that the government has identified strategy was to enhance skills and faster generation of employment.  K. R. Srivathsan, Pro VC, IGNOU too presented his views on the occasion. </p>

<p>The Diploma in Chinese language and Culture (DCLC) is one-year programme and can be completed in maximum two years duration. The programme also intends to train learners about the basic culture of China by introducing China’s political system, economy and general knowledge of the country, says Prof. G. Chaudhuri, Director, SOFL, IGNOU. </p>
