Teachers’ body of Delhi University, DUTA, today attacked sharply on Prof. Deepak Pental and alleged that he was “illegally” sticking to the VC’s chair even after expiry of his term. The teachers’ body is observing ‘total strike’ in Delhi University from today.

“Prof. Deepak Pental has broken his own previous record of shamelessness. Never before in the history of Delhi University has a person clung to the office of Vice-Chancellor after the expiry of five-year term without any grant of extension by the Visitor. The shameful self-appointment has ceased to shock because he continues to violate the law of the land in delaying and derailing investigation into and action against the criminal sale of radioactive material as scrap”, alleged DUTA in a press conference today.

The teachers’ body also blamed the ministry of Human Resource Development for the situation. “The HRD Minister Kapil Sibal used to visit foreign universities but he does not give a look to Indian universities like Delhi University, where irregularities, violation of statutes and ordinances have become daily norms. The HRD minister has become a mute spectator in the whole episode”, DUTA President Aditya Narayan Mishra said. He said that teachers will hold a Dharna on September 13th and march to MHRD if the Prof. Pental continue with VC office ‘illegally’.

In a mood of not letting down the agitation against the imposition of semester system and extension of the Vice-Chancellor Prof. Deepak Pental, teachers’ body of Delhi University has firmly repeated its plan to go on total strike.

“There is no change in DUTA’s General Body’s decision. As we have announced earlier there would be total strike in the university from 7th of September”, DUTA President Aditya Narayan Mishra told fachcha.com.

There is no option but to go on strike as the everything is trying to be messed up by the university Vice-Chancellor to impose the semester system without any proper infrastructure, syllabus, human resources. Over eight thousand teachers will join the strike, being started from Tuesday, says Mishra.

Teachers’ body of Delhi University has given call for total strike in the university if the present Vice –Chancellor Prof. Deepak Pental continues his office beyond 31st August.

The Executive Committee of the DUTA unanimously decided to make university non-functional if the Vice Chancellor continues in office after his term is over. The teachers’ body alleged that Prof. Pental has violated all the expressed provisions of the University Act, Statutes and Ordinances in trying to implement semester system and semester based science courses.

A detailed charge-sheet has also been submitted to to the Visitor against the irregularities committed by the VC and demanded an enquiry. “It is unthinkable that the VC who brought international disrepute to the University of Delhi and the country by selling radio-active gamma irradiator as scrap is thinking of being rewarded with extension of his term”, DUTA says. Though, the electoral process of Delhi University Students Union will remained unaffected as no protest has been planned during the period.

As per plan the teachers will show black ribbon under ‘Go-VC-Go’ protest on 1st September while on 7th, 8th and 9th DUTA has given call for total strike.

What is the best and novel way to implement (impose) semester system even when staff council and even governing body of the college are opposing it? Daulat Ram College has discovered it today – just to tell the students to submit their semester examination fee without providing them classes or time-table for semester system. Moreover, fee should be submitted in just three days, a day before the term of the Delhi University’s Vice Chancellor is over (practically in a single working day as college is closed on Saturday and Sunday).

The Principal of the College has done it today by making an emergency announcement and told all the fresh science students to submit their fee before 30th August. Aghast at the announcement, the fresher students decided to protest against the decision. “How can anyone make such kind of announcement in a hurry. All classes are being conducted according to annual examination syllabus”, a student of Zoology (Hons.) told fachcha.com. “We will raise the issue on various forums”, she adds.

Meanwhile, teachers of the college have organized a strong protest against the one-sided announcement and also sit on a dharna. Delhi University Teachers Association (DUTA) too has extended its support to the college teachers in this regard and requested Principal to withdraw the announcement. However, sources close to the principal said that she had very little option as the Vice Chancellor had been putting all pressure on her to implement it before his term was over.

As the Kirori Mal College openly defied the DU VC order regarding the implementation of the semester system for science course and decided to go for annual system the teachers’ body of Delhi University (DUTA) has questioned the legal sanctity of the revised courses based on semester system and said that these B.Sc.(Hons.)/ B.Sc. (Programme) would not be a valid degree.

“Some Science Courses have not even been placed in the Academic Council…
The fact is that he has only amended, though unauthorisedly, certain clauses of Ord. II, Ord. VII, Ord. VIII and Ord. IX on admission, attendance and examinations. No amendments to the Ordinances on revision of syllabi of 13 UG Science Courses has been on record. Therefore, the degree of those students who study such science courses which are not provided in the Ordinances of the University shall not be a valid degree of B.Sc. (Hons) / B.Sc.
“Implementing these courses will jeopardize the career of students since these are not in accordance with law apart from the fact these are incomplete, ill-conceived and inferior to the existing legally valid annual courses”, the DU teachers’ body adds.

Meanwhile the university administration has said it stoodd by its order regarding the implementation of the semester system at the undergraduate level.

Chandan Sharma

This is a kind of great Indian rope-trick in which magicians in the past time used to do a magic by throwing a rope in the sky without any base or knot and try to ride on it. Exactly this is happening in Delhi University, at least in front of semester system at the undergraduate level.

Failed to resolve the issue amicably with the teachers (read DUTA) and students (read DUSU), Delhi University (read Vice Chancellor) now put the onus on the first year’s freshers (or fachchas) of science courses and their parents to implement the semester system anyhow. By making announcement for the examination in November-December under the semester system the university administration has put its burden on fachchas to prepare themselves B Sc. Mathematics (Hons.) like situation in which over 40 percent students declared failed due to arbitrate imposition of new course and without orientation of the teachers for the purpose. A big number of students are still making demonstrations and going from pillar to post to improve their result. It is another fact that despite several representations their problems have not been resolved as yet and DU administration (including Vice Chancellor) instead of solving their problem giving new statements and excuses in the media to avoid them.

The same example is waiting to happen in other science courses too, those have been ‘declared’ as part of revised syllabus or say under semester system. Fact is that the over 90 percent colleges are still teaching these courses under annual mode. Even many colleges have mentioned annual mode in their prospectuses too. There are about 30 colleges where science courses are available but most of them have not even prepared time-table according to the semester system.

Moreover, admissions in colleges are still on and month of August is coming to an end. October, at least two week of the month, will be dedicated to the Commonwealth Games completely. In such a case freshers (and their parents too, as directed by the DU) have hardly 45 to 60 days to prepare themselves for the first semester examination of the wrongly and half-baked imposed semester system. It is notable that Mathematics and English, both the important components of B.Sc. courses are yet to be revised. What will ultimately happen, only freshers or fachcha will have to face. Neither the teachers nor the college administration or Vice Chancellor (whose term is being completed this month) will face its severe impact. Throughout the career these students of the science courses will have to bear the burnt of so called ‘prestige issue’ of the DU administration or say outgoing Vice Chancellor on the name of implementation of semester system.

But these things do not disturb him, whether teachers protest for it or students oppose it. After all, he is ready to say the university ‘Good Bye’ in next few days. After that, neither the students nor their problems will be his concerns.

Teacher of Delhi University today organized a massive demonstration to protest against the Vice-Chancellor’s acts of omission and commission on the imposition of semester-based undergraduate science courses.
On the occasion DUTA said that the Vice Chancellor is trying to create a rift between principals and teachers by issuing new orders everyday to implement the semester system despite all opposition from teacher and student community.
“For the first time in the 88 years history of Delhi University the Vice-Chancellor promulgated an ordinance under his emergency powers to introduce some aspects of semester system in violation of Section 31(1) of the University Act which requires the Executive Council to make ordinances and further requires that ordinances relating to academic matters should emanate from the Academic Council. Use of emergency powers usurped the rights not only of the University Court, the EC and the AC but also of the Visitor, the Hon’ble President of India. It is significant to note that emergency powers of the VC are contained in the Statute 11-G(4) and cannot over-ride the provisions of the University Act which is a superior legislation enacted by the Parliament”, DUTA said in a statement.
The DUTA has further decided to intensify its struggle by mean of strike, dharna and symposium to give it a logical conclusion, says the statement.
