Teacher of Delhi University today organized a massive demonstration to protest against the Vice-Chancellor’s acts of omission and commission on the imposition of semester-based undergraduate science courses.
On the occasion DUTA said that the Vice Chancellor is trying to create a rift between principals and teachers by issuing new orders everyday to implement the semester system despite all opposition from teacher and student community.
“For the first time in the 88 years history of Delhi University the Vice-Chancellor promulgated an ordinance under his emergency powers to introduce some aspects of semester system in violation of Section 31(1) of the University Act which requires the Executive Council to make ordinances and further requires that ordinances relating to academic matters should emanate from the Academic Council. Use of emergency powers usurped the rights not only of the University Court, the EC and the AC but also of the Visitor, the Hon’ble President of India. It is significant to note that emergency powers of the VC are contained in the Statute 11-G(4) and cannot over-ride the provisions of the University Act which is a superior legislation enacted by the Parliament”, DUTA said in a statement.
The DUTA has further decided to intensify its struggle by mean of strike, dharna and symposium to give it a logical conclusion, says the statement.
