During my participation in management programme at <a href="http://fachcha.com/tag/iit">IIT, Delhi </a>few month back, a discussion took place on the strategy and business model of Wal-Mart as the world’s largest retail supply chain having over US $ 400 billion turnover.<span id="more-5131"></span> The business model was surprising for most of the participants as well as they came to know that the company used to make its plan in advance for several decades and could bear losses for over 20 years. In fact, other international giants in retail business too have similar kind of plans to expand their business. </p>
<p>The recent nod of Indian cabinet under the chairmanship of Prime Minister Manmohan Singh to allow foreign direct investment (FDI) upto 51% to multi-brand retail sectors has raised serious questions over the future implications of decision. The decision will pave the way for the retail giants to establish their outlets in the country without facing much interference from the government and enjoying majority ownership in the establishments. It is notable that 100% FDI is already there for single brand retail. </p>
<p>Considering the intermittent strokes of recession in the world and its possible impact on the country and to make better inflow of the foreign investment the decision seems good in the first instance but wider outlook is required before reaching to the final conclusion. In a country of like India, decisions are made by the executives on the name of majority but without much debate an in an opportunistic manner. </p>
<p>The modus operandi of these multinational retail giants is completely different to that of the Indian retail system. Rather than using the available market products, both from big MNCs or FMGC and SMEs, they prefer to select products of their own choice to showcase on their stores to make huge profit. Since they purchase the product in such a huge amount their purchase order can change any company’s prospect. Similarly, they shun any product it affects company’s balance sheet and prospect badly. There are case studies in this regard. In other words these retail chains are also capable to decide that which company or product should survive. And, that is on the basis of their own conditions. There is famous case study in this regard that one of such retail chain shun the products of electronic giant SIEMENS and as a result the sales of the company dipped by 40 percent. </p>
<p><strong>THE SME CLAUSE:</strong><br />
One safeguard has certainly added by the government is putting SME clause that these retail chains would buy 30% or their items from cottage, <a href="http://fachcha.com/tag/delhi">small and medium level enterprises</a>. But most of the products which have been purely under the cottage industry or small industry in the past are now produced by big MNCs or FMCG. For example, agarbatti or incense sticks which has been purely a part of cottage or small scale industry is now being produced by companies like ITC. MNCs or big companies are everywhere. You name the product of SMEs , these big fishes everywhere whether it is honey, flour, soap, pulses, spice powder etc.  So the 70% of the space for such items , produced by SMEs, will be taken by these big fishes who have much better sale and marketing system than cottage or SMEs. In such a case if government is really and honestly concerned about the betterment of the cottage industry or SME it should have made it 50% instead of 30% for Indian SMEs only. It must be remember that SME is the largest employer in the country after agriculture sector. It was SME who saved India during the period of global recession.  </p>
<p>It is interesting to see that Wal-Mart or other companies have already started pressurizing Indian government by saying that they would not open their stores if ownership is limited to 51%. This is enough evidence to understand the amount of lobbying and pressure made by the companies like Wal-Mart even before the opening the store. It is important to understand that Wal-Mart has already been signed an MoU with country’s one of the largest private telecom services providers for the business in India. Few people are aware of the fact that some government institutions are already providing training to the Indian students in association of these companies. The evidence is clear that Wal-Mart has already prepared itself to enter into the business in India. The arm-twisting technique is just to get more and more freedom from the law and government and this should be eye-opener for the government as well as elected representatives.</p>
<p><strong>THE REAL COST:</strong></p>
<p>If anybody is thinking that these companies are just eyeing on the market of manufactured or processed products read ahead. Apart from these international retail chains are eyeing on robust rupees one trillion market of agricultural products especially fruits and vegetables. Our government is ready to provide red carpet for opening warehouses, chain of cold storage of the country. Needless to say that this will not just affect the great Indian middle class but will also affect our farmers and producers of agricultural products, who have already been in crisis for a long time due to different reasons from <a href="http://fachcha.com">government policies</a>, loans to natural calamities.    </p>
<p><strong>CONCERNS FOR GEN X:</strong></p>
<p>Indian youths will be worst affected by such kind of moves despite all ‘assurances’ of several million new jobs. Most of the these jobs will be generated by ruining our traditional employment generation system and several hundred lakhs self-employed youth and income of their families. The irrecoverable cost of loss of traditional employment system cannot be achieved by providing just few million new (uncertain) jobs, mostly for highly skilled youth. </p>
<p><strong>DREAMING BETTER FDI INFLOW?: </strong><br />
The expectation of inflow of huge FDI too is not very realistic. The government data itself is elaborative in this regard.  The official data of Ministry of Commerce says that regime of 51% FDI in single brand retail has attracted foreign direct investment of only US$ 44.45 million in the country in the last five years. This constitutes only 0.03% of total FDI inflow. This is enough to speak about the financial prospects of such kind of executive decision. </p>

			<content:encoded><![CDATA[<p><em><strong>There have been several changes in India’s biggest public road transport agency, DTC. Having a fleet of over 5000 buses, all based on CNG and most of them modern, the DTC is ready to go through another phase of change through the cluster scheme. As a public transport system its every move or change affect public and pupils equally. Fachcha.com talked DTC’s Chairman and Managing Director (CMD) Naresh Shrma in detail about the changes, hurdles and future plans of Delhi Transport Corporation. <span id="more-3666"></span>   </strong></em></p>
<p><strong>Fachcha.com: There have been many changes recently in DTC before and after the CWG. How will it benefit the DTC and public at large?</p>
<p>Naresh Sharma:</strong> There have been several changes. All have been started for the benefit of public and DTC. </p>
<p><strong>Fachcha.com: After a long time DTC has started making profits. Will cluster scheme not affect its profit?</p>
<p>Naresh Sharma: </strong>No, DTC is not making profit but of course, it has started recovering from its losses during the Commonwealth Games as the blueline buses were not there on the road. </p>
<p><strong>Fachcha.com: But the cluster scheme will not go against the DTC?<br />
Naresh Sharma: </strong>In fact, DTC will improve its efficiency by 22.5% by 15th December when all the blueline buses will be completely out of road. At present the existing blueline buses are earning rupees 1.5 crore everyday by plying their buses on Delhi’s roads. The cluster will change the scene. At first, we will get rupees 25 lakh everyday from them. On the other hand they will not earn by bribing or influencing our drivers. </p>
<p><strong>Fachcha.com: You talked about improvement in the efficiency?<br />
Naresh Sharma: </strong>See, at present we have capacity of 9000 buses. We will increase it by 11000 by December. This is about 22% increase in the current efficiency. </p>
<p><strong>Fachcha.com: Will cluster scheme not affect DTC’s improvement or profit, it has gained recently as the plan is to achieve 40:60 ratio for DTC and cluster buses. </p>
<p>Naresh Sharma: </strong>It will take long to reach 40:60 ratio for DTC and cluster, about two years. Again DTC will improve itself too in this period. </p>
<p><strong>Fachcha.com: Is there any new plan of DTC?<br />
Naresh Sharma: </strong>Not right now. But we have been working for new Airport shuttle services apart from ISBT. We have been working on a plan to extend the services of ‘Airport shuttle’ service to areas like Noida, Rohini, Anand Vihar apart from ISBT, Kashmiri Gate considering its response among the younger generation.  </p>
<p><strong>Fachcha.com: What about U-spl?<br />
Naresh Sharma: </strong>I have no update in this regard but the services we have been providing will continue without any change.</p>
<p><strong>Fachcha.com: Any new U-spl for colleges?<br />
Naresh Sharma: </strong>Recently a delegation of college students came from a DU College near Maharani Area. They demanded to start service from the area. We are considering on their demand and soon to start the service from the area. </p>
<p><strong>Fachcha.com: Is there any plan to change bus pass scheme for students?<br />
Naresh Sharma:</strong> Not, right now. We have recently increase bus pass rate upto rupees 100/- after several decades. But no change has been planned at present. </p>

			<content:encoded><![CDATA[<p><strong>Delhi’s Hindi Academy has been known for its prestigious awards, sublime activities &#038; controversies for a long time. It has been supporting activities of institutions, individuals, young people, related to promotion of Hindi. But in the year of Commonwealth Games the most important Academy of Delhi government has been sidelined. In ‘Talk of the Week’ fachcha.com talked in detail to Ashok Chakradhar, Vice President, Hindi Academy on the various aspects of Academy on  the eve of Hindi Diwas (Hindi Day).  </strong><em><span id="more-2513"></span></p>
<p><img src="http://fachcha.com/files/2010/09/A-chakradhar-150x150.jpg" alt="A chakradhar" title="A chakradhar" width="65" height="75" class="aligncenter size-thumbnail wp-image-2512" /><strong>fachcha.com: The Plan to organize Vishva Kavi Sammelan has been shelved. What is the reason?<br />
Ashok Chakradhar: </strong>The priorities are different this time. Our first target is to organize Games successfully; other things come thereafter. This is time of celebration, sports, enthusiasm and festival. This environment is not suitable for criticism, literary works or conferences. </p>
<p><strong>fachcha.com: But not even a single Hindi kavi sammelan is being organized during the season of ‘Delhi Celebrate’. You yourself have been associated with poetry. It is not necessary that poem or literary work should be serious always.<br />
Ashok Chakradhar: </strong>I Agree. There are different forms of poems. Popular poems are among them. Mushaira is being organized during the festival. Several Hindi poets will have chance to participate in it. Apart from it, there are theatre performances of noted drama ‘Andha Yug’ during the games. Academy is associated with it. There are so many musical programmes, folklore events. These are also associated with the literature, though of different kind. But if world audience is unable to understand the word or messages behind it the music, rhythms will entertain them. For example, somebody sings in Braj, somebody in Awadhi but even if you do not understand it you will enjoy it because music is involved in it. </p>
<p><strong>fachcha.com: But what happened suddenly that the Academy shunned such kind of ambitious programme? What is the reason behind it?<br />
Ashok Chakradhar:</strong> These are bitter things. It is better to no go in detail in it. Academy has been involved in many literary works. There are more important works we have to do; we are planning to do it. There are birth centuries of four big names of Hindi world. These include Agyey, Kedarnath Agarwal, Shamsher Bahadur Singh and Baba Nagarjun. Due to Commonwealth Games we could not give proper attention to this area. But the fact is that so many new and innovative literary works have been done during my tenure. Whether it is related to number of theatrical performances, or lok Utsav or others Hindi Academy has expanded its activities in many areas in recent times. </p>
<p><strong>fachcha.com: What is the reason that the Academy has been unable to give away Shalaka Samman for last two years?<br />
Ashok Chakradhar:</strong> No, the selection was made but final decision to give away award to anybody is ultimately depends upon the Chairman of the Academy. The Chief Minister is used be the Chairman of the Academy. In 2008, Krishn Baldev Vaid was selected for the award by the selection committee. But it was not approved by the Chairman. The reason is known to everybody. All these happened before I took over the charge of the Academy. As far as 2009 is concerned the Academy selected Kedarnath Singh for the Shalaka Samman but did not come during the ceremony despite sending his acceptance letter for the award. This is height of egotism. </p>
<p><strong>fachcha.com: What was the reason that Kedarnath Singh did not come to receive the award?<br />
Ashok Chakradhar: </strong>I do not know. He (Kedarnath Singh) can say you about this. But till last date of the award ceremony he did not show any intention that he will put aside the award contemptuously. But at the eleventh hour he did so. In fact, Kedar Nath Singh used to blackmail me in many way on the name of the award. This is not just kicking away the award and selector but it is kind of rejection of readers, who read his literature and people who selected him. After all, Kedar Nath Singh was selected for the award due to these people. This is a bigger conceit and also insult of readers and his well-wishers.</p>
<p><strong>fachcha.com: What was the case of Krishna Baldev Vaid?<br />
Ashok Chakradhar:</strong> The decision was taken (to not give away award to him) before I took over the office. Despite that I personally talked to him and also asked an appointment but he did not give me time. The problem is that those people have been crying more, who could not receive awards. Did those 32 people receive awards were not literatures, writers or poets. But, rest of the six, who did not come, are crying now. Even they used shameful and abusive language against Gagan Gill, who came for the award despite resistance of these people. Yeh chhah to saahitya ke Ahiraavan hain (These six people are Ahiravan, son of Raavana, of literature).   </p>
<p><strong>fachcha.com: The Academy has decided to select people throughout the country. Isn’t it a kind of overtaking the function of Sahitya Akademy? Or, has Delhi not found enough Hindi scholars in the capital city?<br />
Ashok Chakradhar: </strong>See, what other organizations are doing is not our concern. But this has given us wider spectrum to select eligible candidate beyond Delhi. Bharat Bhavan of Madhya Pradesh too used to do such kind of activities on the national level. Kalidas Samman, organizes at Ujjain, too has national spectrum. As far as decision is concerned this applies to all Academies in Delhi equally.</p>
<p><strong>fachcha.com: What are the future plans of Hindi Akademy?<br />
Ashok Chakradhar: </strong>There are several plans. The work of the Hindi Academy had become more or less on the pattern of Sahitya Academy in the past. I feel that Sahitya Academy has already been doing work related to the promotion of literature. Hindi Academy should be engaged more in the promotion of Hindi language. That can not be done by just giving away awards to the senior writers, poets or critics. It works, but to some extent. I believe that rather than giving more prizes the number of prizes should be limited but amount of the prize should be increase. This will increase reputation of the awards too. </p>
<p><strong>fachcha.com: Apart from awards what new plans are there?<br />
Ashok Chakradhar</strong>: Rather than concentrating on awards I want to organize more competitions, debates, ‘kavya goshthi’ (poet meets) and other activities in more and more institutions through the Academy. Plans are there, some in pipeline, some on the paper, but there is a system too that we have to follow. Let’s see how much can I fulfill the expectation.     </p>

Satpal himself has won gold medal in Asiad  and other awards and his dispel Sushil Kumar won bronze medal in 2008 Olympic. <p><img src="http://fachcha.com/files/2010/08/satpal-1-150x150.jpg" alt="satpal-1" title="satpal-1" width="110" height="120" class="aligncenter size-thumbnail wp-image-2270" /><em><strong>Q: How many students are participating in CWG from Delhi?</strong></em><br />
Satpal: There are about 6000 students are participating in CWG. They will work as volunteers during the games. These students, most of them from Delhi University, will provide their services in different fields like Games awareness, seating arrangements, hospitality services, venue arrangement, traffic and many more areas. </p>
<p><em><strong>Q: In how many games Delhi’s participants will participate as a part of national team?</strong></em></p>
<p>Satpal: There are 17 games. We are participating in various games including Wrestling, Boxing, Tennis, Athletics, Boxing, Swimming, Table Tennis and many others. We are expecting participation of about 60 sportspersons in the Games from Delhi. Selection process and trail camps are already been going on at various places including Jaipur, Patiala, Delhi and other cities. I personally believe that at least 30-35 people will be from Delhi in the national team.</p>
<p><em><strong>Q: What about the preparations for the games? </strong></em><br />
Satpal: For last two years we have been working for it. There has been no break for the sportspersons and teachers in this period. Delhi has emerged as the number one state in national school games in this period. Central government has allotted rupees 700 crore for the training and other facilities for the games in this period alone. Players have got ample time and opportunities to prove themselves. </p>
<p><em><strong>Q: But the performance of Indian players in Youth Olympics, recently held at Singapore, was very poor. Not a single gold could be bagged by Indian team while China bagged 30 Gold medals in it. Indian team could bag only eight medals- six silver and two bronze. This does not encourage us anyway. </strong></em><br />
Satpal: I agree. The fact is that we were not prepared for such kind of games. I personally believe that there is a need to make proper structure for games. There should be three categories – Senior, Junior and Sub-junior. Candidates should be trained accordingly. Apart from it there is also need to make separate camps for individual games like Badminton, Swimming etc and team games like hockey, volleyball etc. This will change a lot in the present situation. </p>
<p><em><strong>Q: But a lot of changes have already been made in this regard but not much noticeable change has been noticed in the performance?</strong></em><br />
Satpal: Changes are there in the performance too. But there is need to change in the psyche too. There is a large number of sportsperson in the country play or participate in the games just to get a government job. This psyche is need to be changed. ‘Roti ke liye khelne se medal nahi mil sakta hai. Jab ham desh ke liye aur medal ke liye khelenge tabhi medal milega’. (medal can not be bagged it games are played for livelihood. Medals can be achieved only when you play for country and for medals) I myself participated in 3000 wrestling matches, not for roti, but for medals only, form countryside matches to Asiad and Olympic too. </p>
<p><em><strong>Q: Since Commonwealth is near so everybody is talking about games but when the Games will be over everybody will be on the same track. </strong></em><br />
Satpal: It is not so. It is a continuous and ongoing process Delhi govt. has three stadiums we have already prepared programmes for next one year’s plan. In Thyagraja stadium, which is one of the best stadium in the country, we have prepared a plan for 210 days training and tournaments. As far as fund is concerned we have enough funds to run our progarmmes. Moreover, I personally go to the training centres everyday in the morning, workout with the trainers and new players for over four hours everyday. That is my routine. </p>
<p><em><strong>Q: What are the recent changes you find in the field of sports?</strong></em><br />
Satpal: See, what I have personally faced in last few decades during my tenure I tried my best that new players should not face that kind of difficulty or problems in terms of facilities. We provide them world quality equipments, select and train prospective players from the lower strata without any partisan. Apart from it, we try to make them sure parents’ co-operation too because in many cases parents ask that what will they or their ward get in lieu of games. Even, I personally meet them if it is needed. Apart from it participation in the games has been made mandatory in the government schools. All these are now yielding results. </p>
<p><em><strong>Q: How many medals will be there in the Commonwealth Games for Delhi?</strong></em><br />
Satpal: See, the medal tally will be for the nation and not for the state but I feel 30-35 medals we can expect from CWG this time from Delhi’s players.          </p>

Is there any importance of Kumbh for our younger generation? <em>Chandan Sharma</em> of <em>fachcha.com</em> talked to <em>Dr. Pranab Pandya, Chancellor of Devsanskriti Vishvvidyalaya, Shantikunj, Haridwar and head of Brahmvarchas Shodh Sansthan</em>, in this regard in detail. Brahmvarchas has done a lot of scientific research on Kumbh. Excerpts: </p>
<p>CS:Puranas say a lot about Kumbh but what is the importance of Kumbh for our younger generation?<br />
Dr. Pandya:</strong> See, Kumbh Snan (bath) is a metaphor basically. <img src="http://fachcha.com/files/2010/04/Dr.-Pandya.JPG" alt="Dr. Pandya" width="135" height="200" class="aligncenter size-full wp-image-1093" />It is not possible that everybody come to Haridwar and takes dip in the Ganga. Neither it is possible that all sins will be removed automatically by just taking a dip during the Kumbh. But it is the fact that it is the biggest religious event of Hindus. People, throughout the world come here to participate in the event. In a way, it is the biggest conglomeration of variety of cultures, heritages, languages, lifestyles and so on. This is a wonderful opportunity for our younger generation to understand Indian and world culture through Kumbh. It comes once in 12 year.</p>
<p><strong>CS: Astrology gives many ideas about Kumbh but what are the scientific aspects of Kumbh? Is there is any science behind Kumbh?<br />
Dr. Pandya: </strong>There is science behind Kumbh. We had taken an initiative to understand scientific aspects of Kumbh during 1998 at Brahmvarchas. We found that there are several bio-chemical changes in human during the Kumbh period. There is increase in those chemicals and elements in the body, which cause happiness and give better feeling in the human being. These also increase our capabilities to work and think better and longer and reduce poisonous or bad chemicals. In a way it is an event of purification of man and environment. </p>
<p><strong>CS: How will you explain its importance in terms of science and spirituality?<br />
Dr. Pandya:</strong> See, those, who have idea about Kundalini Jagran or higher level of Yoga they will easily connect Kumbh and its relationship with spirituality and science. The period of Kumbh is the best period for Kundalini Jagaran. It is a systematic but very high level of spiritual science. This also paves the way of Moksha or what you call complete freedom. </p>
<p><strong>CS: Is there any connection with climate change and Kumbh?<br />
Dr. Pandya:</strong> Yes there is. The Kumbh makes aware millions of people about the importance of Ganga, its cleanliness, so the importance of glaciers and the Himalayas too. All these have important place in the climate change. Moreover, it makes people sensitive about climate change without any specific effort. This is the power of religion, spirituality and science.  </p>

<p>Fachcha.com: How would you define journalism in pre-recession and post-recession period?</strong><br />
<strong>S. Sarkar</strong>: At first, I do not agree that there has been any kind of recession in India. Corporate sector has earned over Rupees 60,000 crore profit. There is surge in the corporate taxes. Industry has registered a huge profit. Revenue collection from corporate tax and other related tax have increased in the last financial year. Only, the collection from personal Income Tax has reduced by about 14 %. It simply indicates that while corporate and industry sectors have done better; common persons have been deprived from their job on the name of recession. Jobs have been frozen, salary cuts announced and implemented. Media organization too has taken huge benefit on the name of it.<br />
On the other side government did not take any action in this regard. It did not make any climate which could keep journalists away from exploitation. A kind of free hand was given to the media organizations. It was government’s job to protect journalists and common employees from their exploitation and create a better environment for them. </p>
<p><strong>fachcha.com: But what impact you see on Journalism overall due to recession?<br />
S.Sarkar:</strong> See, Corporate sector also deprived media from their earnings. On one hand they cut down their advertisement expenditure and expanses related to social responsibilities, on the other hand they also sacked a large number of employees on the name of recession. Not all but some of the media houses have been hit by it. But no media house has lost money as such. Whatever loss they have made due to it they saved money it by reducing their employees or say downsizing. It was mere loss of employee and not organizations. </p>
<p><strong>fachcha.com: It there any Change due to recession in the nature of journalism?<br />
S. Sarkar:</strong> The scene has definitely changed. We can see more influence of corporate sector in every field of journalism. Pattern of news has changed. Criticism of government’s work, which was an important job of journalism, is now vanishing. But some good changes have also come, like horizon of coverage has increased. Many new fields come in the sphare of journalism like property, fashion, auto, lifestyle and so many others. But in-depth coverage has also been decreased. Investment on research work and news coverage too has reduced. Some of the newspapers like Indian Express, Hindu are doing so but most of the newspapers are not doing so.<br />
Public relation activities have increased on the name of journalism. It was not so that there was no public relation activity earlier but now PR is dictating that what should be covered and what should not. </p>
<p><strong>fachcha.com:What would you say about paid news?<br />
S. Sarkar: </strong>It will continue directly or indirectly even in post recession era (if you believe that there was any recession). Even newspapers and news channels have started new phenomena that they now do campaigns. There is so called ‘campaign’ recently for Pakistan’s peace process. A prominent channel and a particular house started campaign. The newspaper given eight page on the daily basis while the house is known to count every inch for its commercial uses. We need to probe that who has been paying for it. Even government should probe it through its intelligence agencies that who has paid for it. </p>
<p><strong>fachcha.com: Would you like name it?<br />
S. Sarkar: </strong>There is no need to name it. It is obvious. The house is not known for charity. </p>
<p><strong>fachcha.com: But it could be need of hour? The newspaper may be following its editorial policy only.<br />
S. Sarkar: </strong>I’m not ready to buy it. There are so many pages for opinions. Editorials, Editorial pages, op-ed or opinion pages are there but campaign is completely different thing. </p>
<p><strong>fachcha.com: What about regulations on the media organizations?<br />
S. Sarkar:</strong> The situation of regulation is poor. We have very poor regulatory authority as Press Council of India. Owners of Newspaper organizations have made it a toothless organization. However, it is considered as an esteemed organization throughout the world. While the regulatory bodies in other countries are in much better position. UK Press Commission is a powerful regulatory body. Here we have PCI but it is limited to newspapers only. There is no regulation mechanism for TV channels. They talk about self regulation whenever government talks about regulation.  But where is self-regulation. You see the type of content being provided on the news channels on the name of news. </p>
<p><strong>fachcha.com: But imposing a regulatory authority is a kind of restriction on freedom of media?<br />
S. Sarkar:</strong> No, Having an independent regulatory authority is in the interest of democracy. It does not mean that you mess up everything on the name of regulation. Government should empower Press Council of India for regulation of TV channels too and extend its purview to other forms of media. </p>
<p><strong>fachcha.com: As a head of Journalism department of India’s best institution, Indian Institute of Mass Communication (IIMC) what would you say about future of media?<br />
S. Sarkar:</strong> India is a vast country. As literacy and education is growing among the people will need media both traditional and new media. India has very good scope for newspapers, tv channels, internet, radio and other forms of media. </p>

Though this is an annual feature of the College of Art but several new things have been added in the exhibition and college. In ‘<a href="http://fachcha.com/category/talk-of-the-week/">Talk of the Week</a>’ this week <a href="http://fachcha.com/">fachcha.com</a> talked with college&gt;<img src="http://fachcha.com/files/2010/03/vijaymohan-collegeofart.jpg" alt="vijaymohan-collegeofart" width="137" height="184" class="aligncenter size-full wp-image-982" /> Principal Prof. M. Vijaymohan, who has been associated with college for over 30 years in different capacities, in detail to know about different aspects of the college and exhibition as well. Excerpts:  </strong></em></p>
<p><strong>fachcha.com: Tell us about the exhibition?<br />
VM:</strong> See, it is an annual feature. For last 57 years the institution has been organizing such kind of exhibition. It is an important event and much awaited event for Art connoisseurs, curators, art galleries, artists and for all those who have been associated with art and love it. Over 2000 paintings have been shown in the exhibition.</p>
<p><strong>fachcha.com: How do you select paintings or art work for the exhibition?<br />
VM:</strong> This is very important event for each and every student of the college and all the students have to participate compulsorily in this annual exhibition. This also provides them a chance to show their genius to the experts and common people through their works. As far as selection process is concerned, we have adopted students’ friendly approach in this regard. We do not have committee or selection process as such. In fact, we ask students that what works or paintings or sculptures they would like to present in the exhibition. They themselves present their best work for the purpose. Sometimes we (teachers) suggest them (students) to show the particular works as it is better than others. Sometimes we suggest some modifications to make their work better for the purpose. </p>
<p><strong>fachcha.com: How many students are there in the college?<br />
VM:</strong> There are 211 students in different streams of BFA and 55 students in MFA. Apart from it there are non-collegiate students also. College of Art&#8217;s students include former Home Secretary of India, Army Generals, noted eye surgeon. Even some of the people have taken leave for two years from their government services to join the classes. </p>
<p><strong>fachcha.com: It is a common perception that these are not mainstream courses and students of these courses can not cope up with the challenging world?<br />
VM: </strong>These students are genius people. Have you ever seen programme ‘Gustaakhi Maaf’ on NDTV. The puppet show is a creation of our painting student. Now over 20 students of the college are directly or indirectly associated with this show. There are over 200 channels in the country and no body can run without a student of fine art. There are other avenues too where our students are performing very well. Some of our students are internationally established. Some of our students and faculty are contributing in beautification of <a href="http://fachcha.com/tag/delhi/">Delhi</a> during the <a href="http://fachcha.com/tag/cw-2010/">Commonwealth Games</a>. Despite that if people believe so let them believe. </p>
<p><strong>fachcha.com: What is the selection process for BFA?<br />
VM:</strong> 50% marks is minimum eligibility criteria to get admission in BFA. We conduct an aptitude test for aspirants. On the basis of the test we prepare a merit list and give them admission in the course. </p>
<p><strong> fachcha.com: What is special about the exhibition this time?<br />
VM:</strong> We have invited senior students of 14 premier Art Colleges in the country in this event. Their works have also been displayed in the exhibition. The exhibition include paintings in oil, water colour, mixed media, drawing advertising material posters, sculptures in bronze, fiber, glass, cement, stone, marble and several others.  </p>

While Delhi’s parents still prefer public schools the Education Minister has strong faith in government’s education system. His priorities are clear that every student in Delhi should get admission. Excerpts: </em><br />
fachcha.com: Board examinations for 12th and 10th classes are going to start after few weeks what is your message?</strong><br />
AS: I would like to say all the students that they should not panic. They do the best in their examination. Everybody has worked hard for their better results. It is time to harvest their work without any panic. They should consult their teachers in case of any difficulty and confusion and concentrate themselves on studies. </p>
<p><strong>fachcha.com: Last year government schools have performed much better. But there is common perception that there is qualitative difference between government and private schools?</strong></p>
<p>AS: That is not true. Children of government schools are much better than public schools. They have given much better results not just in terms of quantity but quality too. Caliber of any child can not be measured on the basis of their schools. It varies from child to child and not from school to schools. Tell me, how many civil servants have public school background? Go and see the selection list of <a href="http://fachcha.com/tag/ias/">Civil Services</a> and <a href="http://fachcha.com/tag/iit/">IIT</a> and other merit lists you will find majority of selected candidates belong to government schools. This is enough to say about the quality of government schools. </p>
<p><strong>fachcha.com: As a Sports Minister of Delhi what is your preparation for <a href="http://fachcha.com/tag/cw-2010/">Commonwealth Games</a>?</strong><br />
AS: We are providing training, coaching to the students with potential. We have selected 74 students with such potential for 2010 Games. They are getting training in <a href="http://fachcha.com/category/sports/">wrestling, Athletics, Swimming, Tennis, Shooting and Hockey</a> to ensure their seats in national team of Commonwealth Games. I hope that they will earn maximum number of medals during the games. <a href="http://fachcha.com/category/delhi/">Delhi</a> has been best performer among all states in National School Games for last three consecutive years. </p>
<p><strong>fachcha.com: What about the life skill learning through YUVA?</strong><br />
AS: It has been widely appreciated. We have made several changes too in it. Whatever objections raised earlier about it, have been removed from <a href="http://uvavani.blogspot.com/">YUVA</a>.</p>
<p><strong>fachcha.com: Getting admission for their wards in schools is still a difficult task for parents? They are still worried about admission for their children? What are you doing in this regard?</strong><br />
AS: See, the parents are just worried about 10-12 schools and matter of fact is that all children can not get admission in these 10-12 ‘prestigious’ schools. Our aim is that every child should get admission and nobody left. </p>
<p><strong>fachcha.com: The government is planning for opening public schools too?</strong><br />
AS: Yes, we are in the process of starting three public schools. We have identified Civil Lines, Defence Colony and East Delhi for Government Public Schools. </p>
<p><strong>fachcha.com: Is it not an elitist attitude of the government? On one side government say that government schools are better on other side the government is ready to open public school. Is it not a kind of dichotomy?  </strong><br />
AS: No, There are several reasons for opening of such schools. First, this will end the claim or perception of the people that government cannot open and run Public School. Second, new public schools are not coming out in the city as <a href="http://fachcha.com/tag/dda/">DDA</a> has changed the land allotment scheme and started auctioning land for school or educational institution. But people are not ready to open schools by getting land through auction but they go for a university or professional colleges or institutes instead. Third, people are coming to us to get their ward’s admission in the Pratibha Vidyalaya. But as per rule only children from the government schools can get admission in such schools. The proposed schools will open for all. But its fee will be higher than the government schools as these will be self-sustainable. Government will make funding only for one time for such schools. We will run such school on the experimental basis if it is successful we can increase its number.</p>

			<content:encoded><![CDATA[<p><img src="http://fachcha.com/files/2010/01/NAGIS-RBS.JPG" alt="NAGI&#39;S RBS" width="120" height="180" class="aligncenter size-full wp-image-789" /><strong><em>R B Singh, Senior scholar and teacher of Geography at prestigious Delhi School of Economics (DSE), <a href="http://fachcha.com/tag/du/">Delhi University </a>and Secretary General of National Association of Geographers, India <a href="http://fachcha.com/tag/nagi/">(NAGI) </a>has worked a lot on Himalaya region, <a href="http://fachcha.com/tag/climate-change/">climate</a> and glaciers. He has been guide for several projects and researches related to glaciers too. In an exclusive and detailed interaction with fachcha.com he revealed various aspects about climate change, glaciers and Delhi’s environment. Excerpts:</strong></em></p>
<p><strong>fachcha.com: We are facing unusual winter this year. Is the cycle of weather or season is changing?</strong></p>
<p>RBS: Whatever signals and signs we are getting indicate that it is changing. 90’s was the hottest decade in the history. It has been proved by records too.  There is increasing tendency of extreme weather. Events like cloud brust, flash flood, heavy rain, drought, devastating flood etc. have increased. </p>
<p><strong>fachcha.com: What is the role of global warming in it?</strong><br />
RBS: See, increase in such kind of trend is not limited to India only. It has no boundary. Several countries in Europe, Latin America, Asia and other continent are affected by these developments. This is a clear sign that global warming has a big role in it. </p>
<p><strong>fachcha.com: How would you describe the changes in weather and climate?</strong><br />
RBS: One thing is very clear that it is extending further. In other words it is moving forward. For example, there were 2-3 Western disturbances in<a href="http://fachcha.com/delhi/"> Delhi</a> and surrounding areas few years ago but it has increased upto 5-6 Western disturbances. Last year, the Western disturbances were appeared till May and caused rain. But earlier it used to appear in December, January and February only. I would like to use the term ‘climatic variables’ for these. These ‘variables’ have been increasing. </p>
<p><strong>fachcha.com: There are four seasons in India – Summer, Monsoon, Winter and Spring. With the extended winter do you think that spring or India’s favourite ‘Basant’ has been vanishing slowly?</strong></p>
<p>RBS: It needs a long time to predict about such kind of change in climate or season. We need at least 30 years’ observation to reach to some concrete conclusion. But yes, on the basis of observations for last six-seven years I can say that the span of spring has reduced by at least six to 10 days. We start facing hotter days much earlier after winter. On the other hand span of winter has increased. </p>
<p><strong>fachcha.com: Would you say that it is again related to global warming?</strong><br />
RBS: Certainly. It relates to global warming. Global warming has some relation with extreme weather and uncertain behaviour of nature. </p>
<p><strong>fachcha.com: What would you say about recent controversy on the issue of global meltdown?</strong><br />
RBS: This IPCC controversy is unnecessary and unwarranted. The situation of climate, glaciers are changing so the assessment too. We are lacking infrastructure to get accurate conclusion. Even, we are unable to do exact forecast of daily weather despite having such a huge infrastructure. The approach of research and availability of infrastructure too influence it. </p>
<p><strong>fachcha.com: But the prediction was made that glaciers would disappear by 2035?</strong><br />
RBS: It is true that glaciers are melting but its speed and life depend upon region to region and place to place. It can not be said that it (glacier) will be totally disappear but you must remember that the report was made in few years ago when the situation was very bad. Lot of changes have been made through human or say government’s efforts.<br />
As far as glaciers are concern one part of the Himalaya is different from the other part of the Himalaya. The central part of the Himalaya is more fragile while western part of the Himalaya is comparatively in better position in terms of meltdown. Though the exact figure is not available but there are about 8000 glaciers in the Himalaya. Glaciers at the central part are melting fast than the other part of the Himalaya. </p>
<p><strong>fachcha.com: Is it in the defence of the mistake (made) about the prediction of meltdown?</strong><br />
RBS: First thing it is just a small part of global meltdown. The conclusion of complete meltdown of glaciers like Gangotri etc. may be wrong, as <a href="http://fachcha.com/tag/ipcc/">IPCC</a> head R K Pachauri has already accepted but you must remember that there are chances of human errors also in the findings. That is the reason that some get meltdown speed of 130 meters per year of a glacier while other gets 12 meters. Some find that there is no meltdown in western part of the Himalaya. Moreover, there are some other factors also work in it like research tools, methodologies, available infrastructure and others. But it does not mean that for this a larger cause should be ignored due to undue pressure. And, one thing you must remember that efforts bring positive changes in environment and <a href="http://fachcha.com/tag/climate-change/">climate</a>. You can just compare Delhi’s present environment with 15 years’ old environment. It does not mean that the prediction, plans and researches were done 15 years ago about <a href="http://fachcha.com/tag/delhi/">Delhi’s</a> future were wrong. In fact, efforts have changed the situation.      </p>
