Defending the proposed entry of foreign universities in India, union Human Resource Development Minister Kapil Sibal Monday asserted that they would help create a talent pool for the country.<span id="more-2405"></span></p>
<p>&#8220;We have a foolproof plan for the entry of foreign universities. Any foreign varsity entering India will have to create a $12-million corpus fund and profits will not be allowed to be expatriated to shareholders,&#8221; Kapil told reporters here on the margins of a function.</p>
<p>Allaying concerns over the Foreign Educational Institutions (regulation of entry and operation, maintenance of quality and prevention of commercialisation) Bill, Sibal said they would have to re-invest 75 percent of profit in the school or university and the rest would become a part of the corpus fund.</p>
<p>&#8220;The bill is in line with the 2020 vision of top management guru C.K. Prahalad to create an educated talent pool with access to higher education for about 200 million people,&#8221; Sibal said.</p>
<p>Though foreign universities will have the right to form their own fee structure and admission rules, they will have to function within the purview of the Indian regulatory system, as envisaged in the Right to Free and Compulsory Education (RTE) Act 2009.</p>
<p>&#8220;If we realise this vision through universalisation of education, attaining double digit growth and economic prosperity will be possible,&#8221; Sibal pointed out.</p>
<p>Sibal was in this tech hub to deliver the Vithal Chandavarkar memorial lecture at the Indian Institute of Science (IISc).</p>
<p>Chandavarkar was an industrialist, who served as Mayor of Bombay (now Mumbai) and also as vice-chancellor of the University of Mumbai.</p>

			<content:encoded><![CDATA[<p> The Supreme Court Monday referred to a five-judge constitution bench petitions challenging the right to education law on the ground that it violates constitutional provisions safeguarding the rights of the minorities and unaided schools.<span id="more-2401"></span></p>
<p>The petitioner minority institutions said that the Right of Children to Free and Compulsory Education Act, 2009, is contrary to provisions of Article 14, 21A, 30 and 45 of the constitution in respect of the rights of the unaided private educational institution including the minority institutions.</p>
<p>The apex court bench of Chief Justice S.H. Kapadia, Justice K.S. Radhakrishnan and Justice Swatanter Kumar passed the order after counsel for the petitioners said that there were many provision in the act that infringed the rights of the private and minority educational institution.</p>
<p>The court was told that the act provides for 25 percent reservation for weaker and disadvantaged groups which was at variance with the apex court constitution bench judgment on the issue.</p>
<p>Solicitor General Gopal Subramanium told the court that the petitioner institutions have raised some valid points that needed to be looked into.</p>
<p>The court was also told that right to education law provides for the reimbursement of the expenditure incurred on imparting education to students from weaker and disadvantageous section under the 25 percent reservation category.</p>
<p>However, the gap between what the state would reimburse and the expenditure that an institution would incur on such students would be huge, the petitioners said.</p>
<p>The petitioner said that the act prohibits minority institutions from carrying out any screening test of either the students or their parents.</p>
<p>The court was told that this provision of the right to education law infringed upon the right of the educational institutions to adopt their own admission policy.</p>
<p>The petitioner institutions also objected to the provision in the law that poor students should be admitted without verifying their age.</p>

			<content:encoded><![CDATA[<p>Elections for 243-member Bihar assembly will be conducted in a month-long polling schedule that begins Oct 21 and ends Nov 20, the Election Commission announced Monday.<span id="more-2396"></span><br />
Chief Election Commissioner S.Y. Quraishi said in a press conference in New Delhi that the dates of polling would be Oct 21 (47 seats), Oct 24 (45) and Oct 28 (48) as well as Nov 1 (42), Nov 9 (35) and Nov 20 (26 seats). By-election for Banka Lok Sabha seat will be conducted simultenously.</p>
<p>The vote count will take place across the state Nov 24, he said. </p>
<p>About 55 million people will be eligible to vote in the country&#8217;s third most populous state. The total electorate was put at 5,50,88,402. </p>
<p>Quraishi said that Electronic Voting Machines (EVMs) would be deployed in all the 56,943 polling stations. </p>
<p>The election will be overseen by thousands of officials, including those deputed to the Election Commission, besides thousands of security forces. </p>
<p>The top official said that the model code of conduct would come into immediate effect. </p>
<p>He said the Election Commission took into consideration all relevant factors including the climatic condition, academic schedule and law and order situation before deciding the polling dates. </p>

<p>In less than 24-hours of the announcement of the results of Delhi University Students Union’s (DUSU) polls, in which ABVP bagged three out of four posts including DUSU President, the jubilant Delhi BJP unit has reconstituted its team giving more importance to former ABVP leaders and former office bearers of the Delhi University Students Union. <span id="more-2389"></span></p>
<p>Former DUSU President Nakul Bhardwaj has been elevated to head of BJP’s youth wing. Nakul contested last MLA election in Delhi but could not make it. Many former office bearers of the DUSU have been given important offices in the reconstituted team. These include Vijay Jolly, Ashish Sood, Narendra Tondon and others. Ashish Sood has been given charge of General Secretary along with Pravesh Verma and MLA Ramesh Bidhuri while the Vijay Jolly, a former MLA from Saket, has been given post of Vice President of Delhi BJP. Poonam Azad, wife of Kirti Azad, too has been included in the list of 10 Vice- Presidents. Narendra Tondon has been given post of Secretary in Delhi BJP unit. </p>
<p>It is notable that present BJP President Vijendra Gupta has himself been an office-bearer of DUSU and active leader of ABVP in the past. The ABVP, though denies any link with BJP openly and says that it is a separate outfit. Commenting about the new team Delhi BJP President Vijendra Gupta says that the team has been made more “youthful” with the changes.<br />
&#8216;Mahila Morcha&#8217; (women&#8217;s wing) of the party will be headed by Shikha Roy. </p>

			<content:encoded><![CDATA[<p>Voluminous scientific data, including rare images of the moon, from India&#8217;s maiden lunar mission Chandrayaan-1 will be made public by the year-end.<span id="more-2382"></span></p>
<p>&#8220;People will have free access to the huge data obtained from our first moon mission on a web portal that will be launched by this year-end,&#8221; a senior scientist of the Indian Space Research Organisation (ISRO) said. </p>
<p>&#8220;The data has been split into two seasons, with the first dealing from November 2008 to February 2009 and the second from March to August 2009. The first season data will be archived by year-end and the second by mid-2011,&#8221; said ISRO&#8217;s space application centre director B. Gopala Krishna. </p>
<p>A total of 26 gigabytes of data and images will be uploaded after archiving the first season. </p>
<p>The archives will include chemical and mineral mapping, high resolution three-dimensional mapping and topographical features. </p>
<p>The state-run ISRO launched the 514 kg mooncraft onboard the polar satellite launch vehicle Oct 22, 2008 from its spaceport Sriharikota in Andhra Pradesh, about 80 km northeast of Chennai. </p>
<p>The Rs.3.9-billion Chandrayaan was the first mooncraft to have confirmed the presence of water on the moon. </p>
<p>After a 10-month rendezvous with the earth&#8217;s only natural satellite, the mission was terminated Aug 30, 2009 when the space agency&#8217;s Deep Space Network (DSN) at Bylalu, about 40 km from here, lost radio contact with Chandrayaan after computers onboard became non-functional. </p>
<p>&#8220;Though the dedicated portal will have a catalogue of the data, specific information will be made available for students and scholars pursuing research in space exploration,&#8221; Krishna said. </p>
<p>Indian space scientists are currently reviewing the voluminous data, including about 70,000 images relayed to DSN by the 10 scientific instruments Chandrayaan carried to the lunar orbit, about 100 km from the moon&#8217;s surface and over 400,000 km from the earth. </p>
<p>&#8220;Our scientists from various planetary groups are beginning to peer review the data from 10 of the 11 payloads. The same will be made accessible to the public as the lock-in period for the principal investigators of the mission to analyse will end by December,&#8221; Krishna said. </p>
<p>Of the 11 instruments, five were Indian and six were from the US and Europe. </p>
<p>ISRO scientists have used the planetary data system, developed by the US-based National Aeronautics and Space Administration (NASA) for preservation and utilisation of the archived information. </p>
<p>&#8220;We are also in the process of generating a topographical atlas and a mineralogical atlas of the moon from the data,&#8221; Krishna noted. </p>
<p>Detailed mapping of moon&#8217;s mineralogy and topography will pave way for further research possibilities. </p>
<p>&#8220;We will prepare an atlas of the moon with latitude, longitude, colours of areas, ice water, minerals and terrain from the sheets of topography in the data,&#8221; Krishna added. </p>
<p>Chandrayaan accomplished 95 percent of its scientific and technological objectives before its mission was called off prematurely. It had been programmed to orbit the moon for nearly two years. </p>

			<content:encoded><![CDATA[<p>The Union Service Public Commission (UPSC) has recommended 87 candidates from Civil Services Examination, 2008.  The results of the Civil Services (Main) Examination, 2008 was declared vide Press Note dated 4th  May, 2009 recommending 791 candidates in order of merit for appointment to IAS, IFS, IPS and Central Services Group “A” and Group “B”. <span id="more-2372"></span><br />
          The Commission, in accordance with the Rule 16(4) &#038; (5) of the Civil Services Examination Rules, has also maintained a consolidated Reserve List in order of merit below the last recommended candidate under the respective category.<br />
 As now sought by Department of Personnel &#038; Training (DoPT), the Commission has recommended 87 candidates, which includes 68  General, 16 Other Backward Classes, 02 Scheduled Castes and 01 Scheduled Tribe candidate, to fill up the remaining posts based on Civil Services Examination, 2008.   DoPT would be communicating directly with the recommended candidates.<br />
The candidature of three (03) candidate bearing Roll No. (s) 002719, 006098 and 098669 are provisional.<br />
 The list of these 87 candidates is also be available on the UPSC website i.e. http//www.upsc.gov.in<br />

<p>The Vice-President&#8217;s post bagged by ABVP&#8217;s Priya Dabas with 8679 votes while Neetu Dabas of ABVP has been elected for Secretary&#8217;s post with 9197 votes. NSUI&#8217;s Akshay Kumar has been elected for Jt. Secretary post with 6831 votes.</p>
<p>The polling for DUSU was held on 3rd September. About 37 percent students exercised their vote during the elections and over 933 EVMs were used for the voting. 111 centres and 12 control rooms were established for polls.</p>

A former university tutor in Perth pressured a Chinese girl student and three other foreigners for sex in exchange of higher marks, Australia&#8217;s corruption watchdog has said.<span id="more-2326"></span></p>
<p>The former Curtin University tutor invited a vulnerable foreign student to his house and asked her to &#8220;satisfy him&#8221; for higher marks, Australian new agency AAP reported Thursday citing the Corruption and Crime Commission (CCC). </p>
<p>The CCC, in its report tabled in parliament Thursday, said that the Chinese woman, in her early 20s, was one of four international students whom Dr. Nasrul Ali pressured for sex in exchange for higher marks. </p>
<p>The CCC found one of the students was asked to meet Nasrul Ali at a McDonald&#8217;s restaurant to discuss her marks. At their 7 p.m. meeting, Dr. Ali told her it was too noisy and asked her back to his home nearby, the report said. </p>
<p>&#8220;Dr. Ali asked (her) how a Chinese student would normally have satisfied a Chinese teacher, to which (she) responded by telling him a Chinese student would try to be a good student and get good grades,&#8221; the CCC said in its report. </p>
<p>&#8220;According to (the student), it was then that he told her that she could live with him. At this time, Dr. Ali had his arm along the back of the couch behind her which made her feel uncomfortable.&#8221; </p>
<p>The academic then said &#8220;he wanted her to try and satisfy him, that he wanted her to stay the night (but) she told him that she did not have time&#8221; and left. </p>
<p>The CCC said Dr. Ali also conducted night-time meetings with two other Chinese students and suggested they could make up for their low marks through &#8220;non-academic&#8221; means. </p>
<p>The three Chinese women were being financially supported by their families and had to pass the courses or risk losing their student visas, the CCC report said. </p>
<p>It found that while there was no sexual contact between Dr. Ali and the students, he did target &#8220;young, vulnerable, full fee-paying overseas female students&#8221;. </p>
<p>The CCC also found Dr. Ali reduced the marks of a fourth female student from Indonesia because he was angry with her when she did not meet him while they were separately visiting Malaysia. </p>
<p>Curtin University Vice-Chancellor Jeanette Hacket said Dr. Ali was employed as a casual in the university&#8217;s School of Economics and Finance in 2004 and was sacked in mid-2009, shortly after the allegations of misconduct arose. </p>
<p>Hackett said she was aware Dr. Ali was now working as a finance lecturer at another university, which has now been confirmed as Murdoch University. </p>
<p>At the time of his employment, Curtin University did not conduct any background screenings or police checks of employees, Prof. Hacket said. </p>
<p>&#8220;The university now has in place a sessional staff policy and procedure in which every person employed at Curtin will undergo rigorous screening,&#8221; she said Thursday. </p>
<p>Prof. Hacket said the university had written to the students and apologised, while also refunding their tuition fees for the courses. </p>
<p>The vice-chancellor admitted the CCC&#8217;s investigation had exposed weaknesses in the university&#8217;s policies and procedures. </p>
<p>Curtin had already taken &#8220;prompt and vigorous action&#8221; to address these issues, she added. </p>

			<content:encoded><![CDATA[<p>Crisis deepen in Delhi University as a large number of teachers of Delhi University today arrested while protesting against Vice-Chancellor Prof. Deepak Pental’s continuance even after his term is over.<br />
Teachers were silently protested during a university function, organized at Viceregal Lodge of the university, with black ribbon on their mouth which was attended by the Vice President of India, Prof. M. Hamid Ansari who as a Chancellor is the Head of Delhi University. <span id="more-2300"></span></p>
<p>The DUTA pointed out that no Vice-Chancellor whose term has expired can continue in office until the Visitor (President of India) specifically directs him to do so. “Prof. Deepak Pental is notorious for bringing international disrepute the University and the country by selling radioactive gamma irradiator to a scrap dealer and then keeping mum over it when the whole country was looking for the source of radioactive leak in Delhi”, says DUTA in a statement.<br />
“The police instead of arresting the ‘illegal’ VC who is responsible for deaths in Cobalt-60 case have arrested teachers who are protesting against his illegal continuation”, the DUTA says adding that these arrests will have serious impact to precipitate further crisis in the University. </p>
<p>The teachers were later on released by late evening. </p>

<p>What is your agenda? The question is haunting candidates of Delhi University Students’ Union (DUSU) election very badly. <span id="more-2294"></span> All candidates of the DUSU elections have almost same kind of agenda. </p>
<p>Though, the candidates are diplomatically using the word ‘students’ welfare’ but when anybody or any group of students ask to elaborate the term they do not have much to say that appears like USP among the students. Candidates from NSUI, ABVP, SFI and others have two major agenda while they campaign in the day colleges- students’ eviction from the hostel on the name of Commonwealth Games and Semester System. </p>
<p>But in evening colleges both the issues do not work as evening colleges do not have hostel facilities for its students and no evening college has introduced semester system as there is no science courses in the evening colleges. “This is a genuine problem. But we can not ignore evening colleges because they cast their votes in cadre”, says Akshay, a NSUI candidate. </p>
<p>But agenda too not work in these colleges. Personal relationship matters in evening colleges, says an ABVP candidate. If seniors help votes can easily come to the candidates, he says. </p>
<p>But why the agenda is not important for the candidates? “Because, nobody has time to listen you. Moreover, candidates too have not much time to explain these as they have to meet thousands of students”, says Aprajita Raja, a candidate for President’s post. The best way is posters and cards so that students can remember your number and name during the cast of the vote, she adds. </p>
