If you wish to travel by train it would be better if you carry your identity proof from coming <a href="http://fachcha.com/youngistan" target="_blank">week</a>. <span id="more-5324"></span><a href="http://fachcha.com/delhi" target="_blank">Railway</a> has made it mandatory to for all the passengers to carry their identity proof from 15th February if they travel in AC coaches or executive classes. “The passengers of these classes would be required to produce the Identity Card in original as and when required failing which all the passengers booked on that ticket will be treated as without ticket and charged accordingly”, an official release of Ministry of Railway says. This will apply to both internet tickets as well as tickets issued by computerized Passenger Reservation System (PRS).  </p>
<p>The valid identity proofs include credit card and UID cards too apart from conventional proof of identity like passport, voter card, ration cards etc. However this will not applicable for those passengers, upgraded from sleeper classes. </p>
<p>The ministry has given instruction to the Centre for Railway Information System (CRIS), to make mandatory changes in this regard. </p>

Over 61 percent voters of 55 assembly constituencies in <a href="http://fachcha.com/tag/eci" target="_blank">UP</a> have come out to exercise their biggest democratic right during the first phase of elections in the state.<span id="more-5319"></span> Over 1.05 crore voters exercised their right despite chilly wind and rains in several poll-bound areas.<br />
Though the percentage of polling is much less than the polling percentage of Uttarakhand, Manipur or Punjab but the preliminary data indicates over 10 percent increase in the voting percentage in the first phase of elections in comparison with last elections, an encouraging sign for political parties and Election Commission as well as Indian democracy. </p>
<p>Over 860 candidates were contesting for 55 assembly seats in the first phase. About 19000 EVMs were used for voting of 1.7 crore voters in the state. </p>

Fate of over 862 candidates of 55 assembly constituencies in<a href="http://fachcha.com/tag/eci" target="_blank"> UP</a> will be sealed in EVMs in the next few hours on the first phase of polling. According to the reports over 30% polling was recorded by midday amid heavy rainfall and chilly wind in several areas of the UP. <span id="more-5317"></span><br />
Polling is today taking place in several important constituencies including Sitapur, Faizabad, Gonda, Shravasti, Basti and others. Over 18100 polling booths have been set up for over 1.71 crore voters for today’s polls.<br />
Poll campaign for first phase in UP has witnessed several star campaigners for most of the parties including Congress, BJP, SP and others. Rahul Gandhi, Priyanka Gandhi of Congress, Akhilesh Yadav of SP, Jayant Choudhary of RLD were some of the young faces of star campaigners while veterans like Sonia Gandhi, Sheila Dikshit of Congress, Mayawati of BSP, Mulayam Singh of SP, Uma Bharti of BJP were participated in the campaign in the first phase of elections. </p>

Students organizations, educationists and activists have started Bhopal campaign, to oppose <a href="//fachcha.com/youngistan/rahul-to-go-with-vision-2020-in-up-elections/" target="_blank">Higher Education Bills,</a> presented before the Parliament. According to Anil Sadgopal, noted educationist, <span id="more-5310"></span>Secretary, Shiksha Adhikar Manch, Bhopal (SAMB) and Member, Presidium, All India Forum for Right to Education (AIF-RTE)  all the stakeholders have initiated a 12-day Bhopal campaign from 5th Feb against the Higher Education Bills in <a href="http://fachcha.com/delhi" target="_blank">Parliament</a> AIRSO, RYFI and Shiksha Adhikar Manch, Bhopal (SAMB). </p>
<p>A public meeting was conducted on “Assault by <a href="http://fachcha.com/tag/hrd" target="_blank">Corporate Capital</a> on Higher Education and Our Alternative” on 5th February. Apart from representatives of AIRSO, RYFI and SAMB, the speakers included Prof. H. S. Yadav (Deptt. of Regional Development &amp; Economic Growth, Barkatullah University, Bhopal); Ms. Nusrat Bano Ruhi, the octogenarian college teacher in social science and former President of National Federation of Indian Women and Prof. Ramesh Dave.</p>
<p>The meeting concluded with a signature campaign on a 9’x4’ banner with five demands to be sent to the President of India along with our Memorandum. At the end of the 12-day campaign of public education and protests, we may end up with five such banners will be folded and sent to the President in a parcel. Sadgopal says that we must all know and feel that none of are alone in raising our democratic voice against the WTO-GATS agenda being ruthlessly pushed through the Parliament Bills on higher education.</p>

<p>Despite severe cold in many parts voters, including a large number of first timers, came out to exercise their <a href="http://fachcha.com/youngistan/rahul-to-go-with-vision-2020-in-up-elections/">democratic right</a> in Punjab and Uttarakhand today. <span id="more-5297"></span> Over 77 percent votes were cast in Punjab while Uttarakhand witnessed 70 percent polling. </p>
<p>Earlier polling was started today for 187 assembly seats in <a href="http://fachcha.com/youngistan/">Uttarakhand a</a>nd Punjab amid tight security. Over 1.5 crore voters exercised their biggest democratic power through their votes in these states and sealed the fate of leaders like B C Khanduri, Captain Amrinder Singh, Prakash Singh Badal, Ramesh Pokhriyal, Sukhbir Badal and many big leaders. </p>
<p>A total of 1866 candidates are contesting elections in both the states. These include 156 women candidates. Uttarakhand and Punjab have 70 seats and 117 seats respectively in their respective assemblies. </p>

<p>Government is planning to introduce single accounting system for all educational institutions in the country.<span id="more-5240"></span> Union HRD Minister Kapil Sibal today said that government is working on this direction so that all colleges, schools or institutions of higher education, associated with central bodies, would be able to follow single accounting system in the coming days. </p>
<p>Earlier, an MoU  was signed today between  the Power Finance Corporation Ltd (PFC) and  the National Literacy Mission Authority (NLMA) in the presence of  Kapil Sibal and other dignitaries. According to MoU PFC will extend assistance to “Saakshar Bharat Programme” to upgrade 120 Adult Education Centres (AECs) at a cost of Rs. 6.6. crore in Tamil Nadu, Rajasthan, Manipur, Nagaland and Himachal Pradesh.</p>

<a href="http://fachcha.com/cbse">HRD </a>Minisiter has come ahead with the idea of Ombudsman and asked all institutions of higher education to set up grievance redressal mechanism before commencement of the new session.<span id="more-5227"></span></p>
<p> Institutions like “UGC, <a href="http://fachcha.com/aicte">AICTE</a> and NCTE would be requiring all Central Educational Institutions, institutions deemed to be universities, technical and management institutions under AICTE and teacher education institutions under NCTE to establish a Grievance Redressal Mechanism for students and applicants for admission before the commencement of the admission this academic year”. the Union Minister for HRD Kapil Sibal said . </p>
<p>A release of the ministry says “Every institution would be required to constitute an Ombudsman; person with judicial or legal experience to be appointed<br />
from a panel suggested by the affiliating university for technical and management institutions, by the Central Government for deemed universities and by the regulator for non-degree granting institutions”. </p>
<p> According to the ministry the detailed instruction will be issued soon. It has also asked to deliver the order within a month after the student applies for redressal of his grievances. The Ombudsman for redressal of grievances and the Ombudsman shall deliver his/her order within one month. </p>

Cracking whip on the tendency to allow obscene and other objectionable materials on their platforms after warning of Delhi High Court government has sanctioned prosecution on 21 social networking sites including internet giant Google and Facebook. <span id="more-5218"></span>Giving clear massage to these social media giants that they are not above the law the court had clearly said yesterday that either they remove objectionable content from their sites or ready to face complete ban like China. </p>
<p>The government has also sanctioned the prosecution of top executives from these companies. Executives of these companies will be prosecuted for charges like promoting enemity among people, malicious acts to intend outrage and others. Delhi High Court has asked government agencies to ensure that summons must reach to respective places to all those companies operating from foreign countries. Next hearing on the issue will take place on March 13th. </p>

So, the next time when you approach to a shop to buy your favourite foreign brand remember that soon the maximum part of the money, you will spend there, will go to other country as the government has today notified 100 percent FDI in single-brand retail.<span id="more-5202"></span> Some of the big brands for Gen-X like Adidas, Reebok, Gucci and many others have been eagerly waiting for such notification for full ownership in their India’s operation. </p>
<p>However, the notification also made it mandatory to source 30 percent from domestic small and cottage industries if the FDI involves more than 51% and investment in plant and machinery of USD on million. The decision was approved by the cabinet in November last year. According to the government this will accelerate India’s domestic small and cottage industry. </p>

Government’s plan to bring legal education under the government’s regulator through Higher Education and Research Bill, 2011 has hit another roadblock as the Bar Council of India (BCI) has opposed the move and announced its agitation plan if government is unable to change the provisions of bill in this regard. <span id="more-5195"></span>The bill has been presented in the Rajya Sabha in the last winter session by HRD Minister Kapil Sibal. </p>
<p>Strong opposition has been made by the BCI’s Chairman Ashok K. Parija today in this regard and said that the HRD Ministry is trying to put a regulator of few people on the BCI’s legal study committee, responsible for professional acumen in legal studies and general legal education in the country. The committee is headed by a retired justice of Supreme Court and comprises of sitting Chief Justice of a High Court, UGC Chairman, Law Secretary, top legal professional and five members of BCI. But the proposed new body, comprises of only seven members, including four part time and one chairman, will not only look into affairs related to legal education but also hundreds of universities and educational institutions and various courses. This is not acceptable to BCI, said Parija.</p>
<p>He also alleged that government had been trying to hit federal structure of the country through the bill as the power of recruitment of Vice Chancellors of the universities would be the purview of the new body according to the bill. It is notable that the bill has been introduce aiming to bring all sectors of higher education under one umbrella abolishing bodies like UGC, AICTE and other regulators. </p>
<p>The BCI has given a call for protest day on 20th January. According to Parija lawyers throughout the country will abstain from the courts in protest of bill and inclusion of the legal studies. It is notable that a representation of BCI called on Union Law Minister Salman Khurshid yesterday. Thereafter the BCI has moved ahead with the protest plan.  </p>
