Delhi has become first state to release a blueprint on implementation of the recommendations of the National Knowledge Commission. The commission was constituted by the Prime Minister of India in 2005 as an advisory body to help restructure knowledge related institutions and infrastructure in the country. In its three year term, the Commission has made recommendations on 27 focus area relating to access to knowledge, knowledge concepts, creation of knowledge, knowledge applications and services.

The Government of Delhi has taken the lead in compiling a blueprint on implementation of NKC recommendations, and is the first state to release the blueprint. The blueprint provides an action plan for reforms in higher education, school education and vocational education with a focus on expansion, excellence and access.

The Delhi Government is taking steps to expand the higher education system by setting up new systems and institutions such as a University System for the NCT of Delhi, a University of Undergraduate Education, a University of Science and Technology (UST), A National Law School and an Indian Institute of Information Technology. To take steps towards creating state-of-the-art knowledge hubs the state Government is also setting up a Knowledge City which will allow self-financing institutions to come up.

Under vocational education, the Delhi Government has proposed to launch a Delhi Skills Mission to make concerted and time-bound efforts for skill development. It has also initiated several schemes to expand capacity in VET. Further, Several innovative initiatives of the Delhi Government such as ICT applications in School Education, Vidyalaya Kalyan Samitis, Building as Learning Aid (BaLA), YUVA School Life Skills Programme, Chalta Firta School are aimed to improve school education quantitatively and qualitatively.

What could be interesting inside the assembly. The Author has penned down his memories to present a written record of known and unknown facts about the Legislative Assembly of Delhi. The book also carries description of so-called imbalance between the legislative efforts and administrative rules.

S.K. Sharma, who served as Secretary, Delhi Vidhan Sabha during 1993 to 2002, has infact, compiled his experiences & observations in his book. There is also reference to those incidents, which took place behind the scene and remained unknown till now.
The book provides wide information on the issue of statehood for the capital city. It also include views on the need of full statehood-its pros and cons, translation of business rules, limitations and eagerness of new legislatures, how to become an impressive legislature and legislative & Parliamentary terminology.

Delhi got its first Vidhan Sabha under 1993 in its present administrative set up. Fourth assembly was constituted in December 2008. Sharma has compiled all information about the members of all four assemblies with their social, educational and economic background and age. He has also analyzed their legislative experience, number of women MLA’s etc.

The annexure of the book are, infact, comprehensive reference material. The annexure carries all bills –debated and lapsed and resolutions-passed and presented on the issue of statehood.

Delhi Chief Minister Sheila Dikshit has presented a brief introduction of the book in her short article. According to her Sharma was instrumental in framing Rules & Regulations and procedures of the functioning of the legislative assembly during its early years. The book would prove to be helpful and informative to all present and would be legislatives. The speaker Delhi Vidhan Sabha Dr. Yoganand Shastri has written a foreward of the book. He has described the effort of Sharma as first ever study on the subject.

Public Relations Society of India (PRSI), which plays an important role in the formation of courses and teaching of PR and Mass communication in different universities and institutions, has announced formation of an Executive Committee for regularizing all the activities of the Delhi Chapter of PRSI. The new Committee will ensure regularization of membership, organize Audit of Accounts and also look after all the activities of the Delhi Chapter which have not been functioning smoothly for the last one or two years. The new Committee has Neemo Dhar, Director – Public Relations and Public Grievances, Delhi Development Authority as its Chairperson, Mohan Shukla, Vice President [Govt. Affairs], Glenmark Pharma, as the Vice Chairman and Anuj Dayal, Chief Public Relations Officer of Delhi Metro Rail Corporation as the Secretary General. The other members of the new Committee are:

Deepak Pental, Vice-Chancellor of Delhi University has given clear instructions to the principals of the colleges that merit will be only criteria to give admission in the undergraduate course. There are about 50000 seats in the undergraduate courses in different colleges of the university and over 1.20 lakh applications have been received by the university in this regard.

Giving reference of Right to Information (RTI) Prof. Pental told all the Principals that if anybody asks information regarding admission irregularities the university could not protect them by hiding information in this regard. There have been cases of irregularities in the admission in the past but after implementation of RTI it has been difficult to hide those irregularities by the university administration. Pental’s instruction came in a meeting recently. His instruction has come at a time when admission process is already on. Cut-off list for admission will come out in a next few days.

हिन्दी अकादमी के सदस्य और दिल्ली विश्वविद्यालय के हिन्दी विभाग के पूर्व विभागाध्यक्ष प्रोफ़ेसर नित्यानंद तिवारी न सिर्फ़ हिन्दी के आलोचक और विद्वान है बल्कि उन्होंने उस दौर को काफी नजदीक से देखा है जब हिन्दी के लिए सूचना तकनीक का संक्रमण काल कहा जाता है. ‘युवा’ से एक लम्बी बातचीत में उन्होंने इस तकनीक और हिन्दी भाषा पर इससे पड़ रहे प्रभावों और आज की रचनात्मकता के बारे में विस्तार से चर्चा की है. उनके विचार हम किस्तों में पेश कर रहे हैं. प्रस्तुत है इसकी पहली किस्त:

हिन्दी के जाने-माने नाम और मेरे मित्र मैनैजर पाण्डेय जब जवाहर लाल नेहरू विश्वविद्यालय से रिटायर होने वाले थे तो मैं उनके घर गया था उनकी सेवानिवृत्ति से करीब छः- सात महीने पूर्व. तब मैंने उनके यहाँ कंप्यूटर रखा देखा था. पूछने पर उन्होंने कहा कि चूंकि सब (शिक्षकों) के यहाँ कंप्यूटर लगा दिया गया है इसीलिए यहाँ भी इसे लगा दिया है. पर यह मेरे किसी काम का नहीं है.
इस घटना के काफी दिन हो चुके हैं पर मुझे लगता है की कंप्यूटर पर काम करना आना चाहिए. हिन्दी देश में सब जगह बोली जाने वाली भाषा है इसलिए हिन्दी में कंप्यूटर में काम जानना जरूरी है. हिन्दी का सूचना तकनीक से जुडाव जरूरी है. अब इस उम्र में इस काम को मैं सीख नही पाया और शायद इसकी जरूरत भी अब नही है. लेकिन इसमें काम करने के फायदे तो हैं. कागज़ पर माथा पच्ची से बचने के अलावे कई और सुविधाएं हैं. जैसे आप किसी रचना को स्टोर कर सकते हैं. उसमे बिना परेशानी के परिवर्तन कर सकते हैं आदि.

पर सुविधा ऐसी चीज है जो सब भुला देती है. जो स्थिति है उसमें तो देवनागरी ख़त्म हो जाने का खतरा तो है. जब रोमन में हिन्दी लिखने की सुविधा होगी तो लोग देवनागरी पर क्यो मेहनत करेंगे? मैं अपना उदाहरण बताता हूँ. मैं ख़ुद अच्छी भोजपुरी बोल लेता हूँ पर मेरे बच्चे नही बोल पाते हैं. उन्हें मैं इसके लिए दबाव नही दे सकता हूँ क्योंकि उन्हें अब इसकी जरूरत भी नही है. यह (भोजपुरी) तो दिल्ली में संपर्क भाषा नही है. पर हिन्दी तो दैनिक व्यवहार की भाषा है और उसी में कंप्यूटर पर काम करने में दिक्कत बनी हुई है. अगर इस स्थिति को प्रत्यक्ष या अप्रत्यक्ष रूप में सरकारी सरंक्षण प्राप्त है तब तो बहुत मुश्किल है की स्थिति में सुधर हो पायेगा. हिन्दी का इतिहास भी कुछ ऐसा ही रहा है. हिन्दी भाषा में पढने-लिखने वाले लोग हैं और यह उनको अयोग्य बनाने की कोशिश है.

दरअसल भाषा आपका कमिटमेंट है और लिपि शब्द लिखने का एक तरीका है. यह वास्तविकता है और हमारे पहचान का एक हिस्सा भी. लिपि को बचाने के लिए कमिटमेंट या इमोशन होना चाहिए. बल्कि मैं तो कहता हूँ की कमिटमेंट और इमोशन दोनों होना चाहिए. कहा जा सकता है की लिपि बाहरी है. हमारे शरीर का रंग भी बाहरी है. पर क्या सचमुच यह बाहरी है. रंग बाहर की चीज नही है. यह तो रक्त की आंतरिक विशेषता है जो बाहर हमारे त्वचा के रंग के रूप में दिखती है. यह हमारे स्वस्थ्य और व्यक्तित्व का भी परिचायक है. ठीक लिपि भी इससे जुदा नही है. यह भी हमारे सामाजिक और रचनात्मक व्यक्तित्व का हिस्सा है. इसे हम अलग कर देख नही सकते हैं.

जहाँ तक कंप्यूटर पर रोमन में हिन्दी लिखी जाने की सुविधा (यूनीकोड) से हिन्दी के विकास की बात है तो यह दुधारी तलवार की तरह है. इससे हिन्दी का विकास तो होगा पर लिपि के रूप में देवनागरी ख़त्म भी हो जायेगी. अगर इसे बचाना है तो कमिटमेंट और इमोशन के साथ टेक्नोलॉजी में पर्याप्त विकास की जरूरत है वह भी इमानदारी से . नही तो बहाव कभी पीछे नहीं जाता है. हमेशा आगे जाता है और इसमें देवनागरी के मिटने का खतरा बरकरार है… (जारी).

No, it was not a shooting of any movie, neither Moore was discussing any new film idea for scavengers. Dr. Pathak has been awarded with United Nations’ prestigious Renewable Energy Award at UN headquarter tonight for developing low cost toilet technology to produce energy out of human excreta.

Dr. Bindeshwar Pathak, founder of Sulabh International, which runs public toilets in India, has received the award from well known American Actor Darren Moore at a gala function organized by Intergovernmental Renewable Energy Organization(IREO), having de facto status within United Nations.Large number of actors ,ambassadors and technical experts were present on the occasion.

Modeled on the status and integrity of the Nobel Prize, this annual awards ceremony draws attention to future energy issues which constitute some of the most urgent challenges facing the world’s leaders today. These awards recognize the achievements of individuals and institutions in response to the crisis of climate change and sustainable global energy resources.

Sulabh has designed and promoted a toilet system that organically breaks down human excreta into trapped biogas that can be burned to provide cooking fuel and electricity. Pathak, along with his team, has developed an indigenous two-pit toilet technology which is not only cost effective but also produces biogas. Recycling and reuse of human excreta for biogas generation is an important way to get rid of health hazards.

Electricity generation is through dual fuel engine coupled with alternator that runs on 80% biogas and 20 % diesel. Consumption of biogas is 15cft/BHP of engine/hr. Electricity from biogas is being used in toilet complex for operation of water pump and lighting inside toilet complex and adjoining areas. However, recently Sulabh has modified the genset that does not require diesel i.e., it runs on 100% biogas. This made electricity generation from biogas more sustainable.

After confirmation of a case of swine flu in Delhi the city government has said that Indian capital is fully prepared and committed to handle and control the Swine Flu H1N1 in the capital. Delhi’s Health Minister Kiran Walia today said that elaborate efforts have been made i.e. doctors, para-medical staff have been trained to handle situation, hospitals have been sensitized to handle the out-break of the disease.
Prof. Walia has said that full treatment of the Swine Flu H1N1 is available in the government hospitals and there is no need to become traumatized. She appealed the people to be cautioned about the disease and not to become panicky about it, since Government has done elaborate arrangements to investigate, handle and control the situation. She said that for any assistance, people can call at landline telephone no. 23921401.
